According to the Decree of the President of Ukraine of 24 February 2022 №64 "On the imposition of martial law in Ukraine", approved by the Law of Ukraine of 24 February 2022 No. 2102-IX, the martial law was imposed in Ukraine since 24 February 2022. In connection with the large-scale armed aggression of the Russian Federation against Ukraine, martial law in Ukraine was extended from March 26, 2022 for a period of 30 days by the Decree of the President of Ukraine of March 14, 2022 No. 133.
Under martial law, the educational process in higher education institutions of Ukraine in the 2021/2022 academic year is carried out in distance format or mixed format.
In 2022, certification of applicants for higher education is carried out in the form determined by the relevant higher education institution in Ukraine.
Under martial law, in the 2021/22 academic year, certification of applicants for higher education in the field of knowledge 22 "Health" is carried out taking into account the particularities approved by the Decree of the Cabinet of Ministers of Ukraine of 19 March 2022 No.316, including:
- the first stage of the unified state qualification exam for applicants for higher education level is not held and is postponed to the next academic year. Promotion of applicants for higher education level of the third year of study to the next year is based on the results of successful implementation of the educational program;
- the second stage of the unified state qualification exam for applicants for higher education level, graduating in 2022, is not held;
- the main form of certification of applicants for higher education level, graduating in 2022, is a comprehensive practice-oriented qualification exam, which is provided in full-time format and/or in distance format by higher education institutions.
In case the higher education institution is located in the district (zone) of hostilities and does not have the opportunity to provide proper and safe conditions for such an exam, certification of applicants for higher education level is carried out in coordination with the central executive authority which manages this higher education institution, in the way of comparing the learning outcomes of applicants for higher education level with the requirements of the educational program.
Thus, foreign students who look forward to return to Ukraine in order to continue or complete their studies in higher education institutions of Ukraine, have the opportunity to join the educational process, considering the peculiarities of its organization during martial law.
