Cooperation between Ukraine and China in fields of sciences and technology, space and medicine is in the priorities of our bilateral relations. The main mechanism for its implementation is the Commission for Cooperation between the Government of Ukraine and the Government of China, which was founded in 2011, and a number of relevant Subcomissions:
Subcomission established to replace the Joint Ukrainian-Chinese Commission on Scientific and Technical Cooperation, which from 1997 to 2010 held 8 meetings. During the existance of the previous Commission fields of cooperation were expanded, and 98 research projects were jointly funded under the respective two-year programs on cooperation.
It was agreed to develop cooperation in fields of welding, maritime equipments, new materials, aircraft and shipbuilding, machinery construction, telecommunications technologies, conservancy and medicine.
The first meeting of Subcomission took place on July 2012. In the framework of meeting the Program on science and technical cooperation for 2013-2014 was signed.
On June 23, 2016 in Kyiv, the second meeting of the Sub-Commission on Scientific and Technical Cooperation was held. During the meeting the parties discussed the current state and prospects of Ukrainian-Chinese scientific and technological cooperation and approved the list of joint projects to be included to the Program of cooperation between Ukraine and China on 2017-2018.
On June 17, 2016, in the framework of the 27th Harbin International Economic and Trade Fair the session "Ukrainian-Chinese cooperation in the fields of science and technology" was held. A number of Ukrainian scientists and representatives of the industrial and scientific enterprises made presentations of projects which can be carry out with Chinese companies.
On November 2017, in Jinan, the Ukrainian delegation took part on the First Ukrainian-Chinese Scientific and Innovation Conference and signed the Agreement on Scientific and Technical Cooperation between the National Academy of Sciences of Ukraine and the Academy of Sciences of Shandong Province.
On November 21-24, 2017, with the assistance of the Embassy more than 80 Chinese institutions and companies attended on the Ukrainian-Chinese Innovation Exhibition which was held at the Kyiv International Exhibition Center.
On June 6-7, 2018 in China, the third meeting of the Subcommission was held. During the meeting the parties approved Scientific and Technical Cooperation Program for 2019-2020.
October 13, 2018 the Second Harbin Ukrainian-Chinese Scientific and Innovation Conference was held.
October 24-26, 2018 in Qingdao, Shandong Province (Shandong Province) was held the scientific conference "Development of Ukrainian-Chinese scientific and technical cooperation within the framework of the initiative “One Road, One Belt” devoted to the 100th anniversary of the National Academy of Sciences of Ukraine, which was attended by ten Ukrainian research centers and more than 40 Chinese companies.
In April 2019, the Program of Scientific and Technical Cooperation between Ukraine and the People's Republic of China for the period 2019-2020 was approved, comprising a total of 32 joint projects.
In January - February 2021, the competition of Ukrainian-Chinese joint projects for 2021-2022 was held in preparation for the Fourth meeting of the Subcommission and signing the next Program of Scientific and Technical Cooperation between Ukraine and the People's Republic of China.
On December 21, 2021, with the assistance and participation of the Embassy of Ukraine in the PRC, under the co-chairmanship of the Deputy Minister of Education and Science of Ukraine for European Integration Oleksiy SHKURATOV, and Vice Minister of Science and Technology of China Zhang Guangjun the Fourth Meeting of the Sub-Commission was held. The parties discussed the policy, current stance, and prospective for developing science and technology in Ukraine and China, the results of joint R&D projects, the prospective of stirring up and expanding the R&D and innovation cooperation, as well as approved the list of joint projects to be included to the Program of cooperation between Ukraine and China on 2022-2023.
The Subcomission on Cooperation in Space field has replaced Ukraine-China Subcommission on Research and Peaceful Use of Outer Space which from 1997 to 2010 held seven meetings. During this period, two joint five-years Programs on cooperation (2001-2005. and 2006-2010) were realised. The third Program on Space Cooperation for 2011-2015 was adopted in 2010.
Two meetings of the new Subcomission have been taken in April 2011 and October 2012. The Subcomission has approved some changes to third Program in order to improve our partnership.
Third Subcomission meeting was held in Ukraine on April 7, 2016, during which the fourth Program on Space Cooperation in 2016-2020 was initialed.
During the Fourth Subcomission meeting held in Beijing on November 2017 additional 10 projects were added to the Space Cooperation Program for 2016-2020.
The fifth meeting of the Sub-Commission was held in November 2018. During the event, the Cooperation Program was expanded and prospective areas of long-term cooperation were defined.
On November 2019 in Dnipro in the framework of the Joint Working Group meeting for the Sub-Commission preparing Ukrainian and Chinese experts reached the deal to add new projects to the Space Cooperation Program for 2016-2020 as well as to discuss a draft of new five-years Program.
On October 22, 2020, with the assistance and participation of the Embassy of Ukraine in the PRC, under the co-chairmanship of the Chairman of the State Space Agency of Ukraine Volodymyr Usov and the Chairman of the Chinese National Space Administration Zhang Kejian, the Sixth Meeting of the Sub-Commission was held in the videoconference format. The parties discussed the results of the implementation of the Program for 2016 -2020 and signed the Program of Ukrainian-Chinese cooperation in the field of space for 2021-2025 comprising the 69 joint projects.
On December 2, 2021, with the assistance and participation of the Embassy of Ukraine in the PRC the virtual meeting of the Head of the State Space Agency of Ukraine Volodymyr Taftai and the Administrator of the China National Space Administration Zhang Kejian was held. The parties exchanged the reports on the space activities of Ukraine and China and discussed the current stance and the perspective of the Ukrainian-Chinese cooperation in the field of Space.
During the first meeting of the Subcomission on cooperation in the field of medicine held in May 2012 in Kyiv the ways of further partnership in the field of medicine were discussed. During the second meeting in November 2013 in Guangzhou (China) the Subcomission has examined best ways of cooperation if the field of Traditional Chinese Medicine (TCM).
In order to strengthen cooperation in the fight against counterfeiting of medicinal products a Memorandum of Understanding between the State Administration Of Ukraine on Medicinal Products and the State Food and Drug Administration of the People’s Republic of China has been signed on 17th of May 2012.
A Memorandum of Understanding between the Ministry of Health of Ukraine and the Department of Traditional Chinese Medicine of P.R. of China on cooperation in the field of TCM has been signed on 5th December 2013.
The third meeting of the Sub-Commission was held in September 2016 in Ukraine. During the meeting the parties agreed on promising areas of cooperation, the ability to create in Ukraine a joint scientific medical technopark.
In the framework of the agreements reached on the third meeting of the Intergovernmental Ukrainian-Chinese Cooperation Commission, with the assistance of the Embassy, the academies of medical sciences of Ukraine and China have launched the negotiation about cooperation.
Оn May 2019 during the high-level meeting with the participation of Deputy Minister Roman Ilyk which was held in Beijing the parties discussed the current state and prospects of cooperation in the field of medicine.
The Fourth meeting of the Subcommission co-chaired by Ihor Ivashchenko, the Deputy Minister of Health of Ukraine, and Wang Jianjun, member of the Leading Party Members’ Group of the National Health Commission, was held in the videoconference format on October 27, 2020. The parties summarized the work since the Third Subcommission meeting, exchanged the experience in fighting the pandemic, discussed the prospects of the cooperation in research and development of the vaccine against COVID-19, agreed on facilitating the development of the cooperation between the health-care institutions of two coutries in the sphere of the cardiology and cardiac surgery, and also expressed their intentions to develop cooperation in the field of TCM.
