Oleg Dyomin, said the new government will accelerate the implementation of cooperation projects between Ukraine and China. Ukraine attaches great importance to the project of creating the economic zone called "Silk road". The Beijing news on May 30 reported, that during the press conference announcing the results of presidential election in the Embassy of Ukraine, the Ambassador of Ukraine Oleg Dyomin made a commitment, that the new government will speed up the implementation of the previous agreements between Ukrainian government and China. Oleg Dyomin introduced that on May 29th Ukraine's central election committee has finished counting the votes. Petro Poroshenko gained 54.7% of the vote and became the new President of Ukraine.
He said the first priority task of the new government is to solve the unstable domestic situation, in particular the armed fighting on the eastern part of Ukraine. Oleg Dyomin said, that to achieve this goal, Poroshenko had announced willingness to have dialogue with Russia. "The second important task of the new government is to cooperate actively with international partners, particularly in the field of economic cooperation; the third is to start immediately domestic reforms in Ukraine. Ukraine will conduct the constitutional reform and give more power to local governments." In the area of Ukraine – China cooperation, Oleg Dyomin noticed, that the new government will not only continue to implement the agreement reached by the previous government, but also will speed up the completion of projects.
Oleg Dyomin has also given interview concerning the policy orientation of the new president and cooperation between the two countries.
"The new government was set up to benefit bilateral relations"
The Beijing news: Orientation on East or West? This problem is one of the reasons of unstable situation in Ukraine. What decision will the new president make?
Dyomin: Ukraine is a big European country, it has always had a special law system, which were putting in European policies and political system. Results of the elections show that 90% of voters in Ukraine gave their votes for the candidate supporting European integration. According to the election campaign held in the Embassy of Ukraine Poroshenko gained the highest number of votes.
In March 2014, Ukraine and the EU signed the political section of Association Agreement. Soon we will sign the economic part of it. Poroshenko has also announced the pro-european policy, saying that the pro-european tendency should become the mainstream of Ukraine's foreign policy. Of course, it does not mean that Ukraine will only improve relations with the EU. Ukraine has their own strategies and interests in other parts of the world as well.
How will the new government policy influence cooperation between Ukraine and China?
Dyomin: Of course there will be influence, and only the positive one. In addition to the EU and Russia, Poroshenko also claims to have relationship with other strategic partners. He understands China, because he paid visits to China when he was the Head of National Security and Defense Council. Thus, I believe, after he became the president, in the nearest future, he will express some thoughts about China and actively promote cooperation in various fields. Every day I meet Chinese entrepreneurs who have business with Ukraine or intentions of it. A few days ago I went to Xi'an to participate in the "Silk road economic zone" forum. Within this framework, Ukrainian and Chinese companies signed a memorandum about introducing mining technology and equipment from Ukraine. The two sides were also discussing cooperation on aircraft production.
Nowadays the tight cooperation between China and Ukraine is in agriculture and military field. President Xi Jingping put forward the idea of the "Silk road economic zone". Ukraine's future foreign policy will attach great importance to this concept, and search for more ways to cooperate. We can guarantee that, after the new government came to power, the investment environment for foreign entrepreneurs in Ukraine will be greatly improved.
The Beijing news: What do you think about further situation in Ukraine?
Dyomin: I'm an optimist. I know Poroshenko for a long time, and I also know a lot about my country. In the past, Ukraine had never elected a president in the first round of the election campaign. This time, Poroshenko’s first-round victory means he got most of voters’ support. I have to say: there are no obstacles, that can hinder Ukraine to build their own happy future.
